Creating Magic Memory Stick?

I have a Phat PSP OFW 3.80, and have a pandora's battery. However, I don't have a magic memory stick, and the only files online I can find are to create one with a OFW 3.50 PSP or lower. Does anyone know of any files that can create a magic memory stick to downgrade a psp without a CFW or a low firmware PSP?
