Mormons: A serious question: why didn't Jesus just give the Gold Plates to his apostles in Palestine?

Why did he sow so much confusion by going all the way around the world and giving the message in the Gold Plates to some lost North American tribe knowing fully well that these plates (which clarify and interpet the Bible in important ways) wouldn't be discovered for another two millennia by the prophet Joseph Smith Jr.?
