Does leaving tools inside engine bay considered mechanic negligence? If so what steps do I take to fix?

I take my car for regular service to the dealer, because they should know how to work on my new car. But a few days ago I found a rusty screw driver sticking out of the front grill... I tried contacting the service dept. but no answer. Today the radiator's fan started to squeal really loud and now the engine light is on. Its only a 9 month old car. Could this be related to the screw driver left on top of the radiator, for a couple of weeks?
