A reason I might stare into a girl's eyes is because I think she is pretty/cute/beautiful. If I don't turn away when she looks at me, it may mean that I wouldn't mind trying at a relationship with her. Possibly the reason he looked away was because you were looking at him, which may have caught him off-guard. But that's me, I have no idea what this guy may be thinking.
